There should be 4 screws total holding the bottom shroud to the top. You will also have to remove the tilt adjuster (it just unscrews, but has some sort of locktite on it so you'll want to use a small wrench on it; just look parallel flat areas on the tilt adjust shaft. Once done, just pull the bottom shroud off.
Now for the ignition switch. Disconnect the battery. Look at the bottom of the switch cylinder area and you will see a small hole with a pushable pin inside. Turn the key to the RUN position, use something to push that pin in, and slowly pull the ignition switch out. It might get caught on the upper shroud, so just try to work the plastic around the switch. Be careful not to let your switch fall apart or you get a little puzzle to put back together.
I'm going to be replacing the clockspring in the next couple of days, and I'll take pictures of the process. This clockspring issue seems endemic based on the number of posts concerning it. I think it will be worthwhile to have a detailed article with instructions/pics posted to this site.
