Yea they'll work. Both used the same block castings. But as Hypoid said, you have to use the intake and exhaust manifolds too. The exhaust crossover is different in the FT heads.
FT's and FE's always used the same block castings. They're one and the same. As with all of them, it was usually the heads that made the motor what it was.
The 391 used a forged steel truck crank, and FT truck pistons with about a 7 to 7.5 to 1 comp ratio. The 389 used the std cast 390 crank. The bore/stroke is the same between the 389, 390 & the 391. The numbers just served to distinguish one from another.
