98 expedition headlight problem

98 expedition headlight problem
Just turned on head lights and they will not come on.Tail lights, side marker lights and amber lights come on. Also turned on high beam and head lights will still not come on.Pulled turn signal arm towards me and headlights come on then until I let loose of the handle. The automatic light switch is turned off so lights will not come on by sensor. Turned switch on with no difference. Can anyone help with what the problem is and potential way to make repair.
