Sandblasting comes to mind, I have one at home.
When I had some equipment wheels powder coated it was mentioned that p/coating was hard to remove even with sandblasting but that maybe the quickest way.

I have found that standard paint stripper works really well on powder coating. My 4x4 is totally powder coated rather than painted, and the guys that coated it told me that they use paint stripper rather than blast, especially on thin or delicate items.
