Lever on IP, drivers side.

Just curious, What does this do?

When I move this at idle, the engine smooths out and quiets down without changing speed. I suspect pump timing. If so, does this give an indication that my base timing is incorrect?

That lever advances the timing according to the amount of throttle you have applied.

Yes it sounds as if your base timing may be to retarded.

It runs on a cam that moves a plunger in the IP that changes the pressure in the pump, which changes your timing. Look at how the plunger moves in as you pull on the throttle (as if you were stepping on the accelerator pedal).

Plunger moving in (as I recall but I might be backward) will retard your timing. I wanted to advance my timing, so I carefully turned the set screw on the lever out (lefty) one eighth turn.

Driving my vehicle after that, it had noticeably more snap and rev over 2800 RPM. I wrote that all down in case it didn't work out but I'm recalling this from memory now.

It's a quick way to give yourself a little advance, just keep track of what you're doing and only turn the set screw a little bit.
