It is on a 78 f150 w/351m it seems to be to rich. Is the air fuel the tiny screws on each side of the carb looks like they go in the bowls. What is a good number of turns to start them out at

Those are the idle air bleed screws. Adjusting them will affect idle. If it's running rich at cruise then you need to look elsewhere. Has the carb been rebuilt recently? That might be a place to start.

You can also check at holley.com for more info. Things like exploded pictures and adjustment procedures.

Check to see that there is no sticker above the screw indicating lean in a counter-clockwise direction. If not, they typically come from the factory about 1 1/2 turns out from lightly seated. If you have a tachometer, you can use "lean best idle" method of adjusting it (a much better choice). Since the idle circuit never "turns off" once the carburetor transitions to the main system, it slightly effects all other mixtures although it is primarily intended for idle only. If idle adjustment doesn't solve your problem, which it won't if the main circuit is off by much, then you will have to re-jet which is pretty easy with a Holley.
