parking brake problem

I have a 1996 f150, when I put on my parking brake the pedal goes right to the floor and the brakes aren't engaged. It almost sounds like the ratchet is stripped. New brake cables were installed. Is there an adjustment somwhere, or does the assembly need to be replaced?

when you replace the cables there is a tensioner where one cable goes to two you should bae shure that that is taught. as for not ratcheting I don't know.
