Assistance with lights surging

Hello- I have a problem with the lights on my 2001 Expedition. Last night the lights (interior, gause lights, headlights, tail lights, etc) started surging (flickering) when the truck was running. When I shut the truck off the flickering stopped. I replaced the Alternator this morning thinking it was the the culprit (has a noisy bearing anyway) and the problem is still occuring. I did disconnect the neg terminal of the battery while the truck was running and it seems the flickering stopped (although it's daytime and hard to tell, it at least got better).

Any suggestions where to look next?

Thank you in advance!

To update, it looks like the ground is having issues. Using an Ohm meter between the battery - and a chassis ground I am seeing alot of fluctuation in the readings. Could there be a problem in the battery, or does the ECM have anything to do with the grounding.

Thanks again.

Surging lights = Voltage Regulator. It's attached to the Alternator. It has happened on every Ford that I have owned.

I just put in a new alternator - now I undertand that there could be a bad unit, but the voltage output of the alternator is constant 14.4 - 14.5. When the truck is running directly off the alternator (neg bat terminal disconnected) the surging stops.

Ok - after some more testing, it seems that it IS the regulator, but something must be causing a fault in it. When I get the truck running and disconnect the heavy charging wire coming from the alternator and test for voltage it's reading over 45 volts!
Can anyone tell me what could cause that?
