So, the headlights and tail lights do work? You might want to pull the headlight switch & check it and it's plug for burnt/corroded connections & wires.
Did you use a test light at the fuse panel to check the fuses?

Pull the headlight switch out of the dash, but leave it plugged in. Turn the headlights on, and get a testlight or voltmeter and see if you have voltage on the lightblue/red wire coming out of the switch. This is the wire that feeds voltage to the instrument light fuse, and then feeds the instrument lights.
