I have an 89 F150 and the parking break light is constantly on.
No the parking break isn't engaged and I checked under the dash but couldn't find an loose cable or anything unusual.
The braking system works fine though. The front brakes work fine and the rear brakes engage and disengage just fine. It's just the light in the cab that is constantly on.
Make sure all the wires on the brake master cylinder are making good contact with the float switch. I had a constant ABS light that ended up being just a loose wire.

Do you have ABS system?
If no than it could be any of these items:
1. Parking Brake Switch Closed, misadjusted or shorted (defective).
2. Dual Brake Warning Switch not reset to center.
3. Ignition Switch shorted in bulb test area.
4. A Brake Indicator wire shorted to ground.
You were clear it is just that these are the common things that cause it.
