I have a old chilton's manual for vans that goes from 61 to 88. It doesn't show a 223 but does cover 144, 170, 200, 240, and 300. The cylinder head torque specs for them is as follows (all in ft/lbs measurements).
1961-64 144 is 65 to 70
1961-64 170 is 65 to 70
1965-70 170 is 70 to 75
1965 200 is 70 to 75
1965-66 240 is 70 to 75
1967-74 240 is 70 to 75
1973-88 300 is 70 to 85 in 3 step increments
Not sure what year motor your working on, but this may help get you close.
The book shows for most of the motors (144 thru 170)above the valve clearance is set at .018 for both intake and exhaust valves.
If I find anything for that engine (223) I'll post it
Found a web site with engine specs for old 223's. Torque pesc for head is 65 to 75 and the valve clearance is intake .015 and exhaust is .019. The valve clearance is for a hot engine. Hope this helps you get it going.
