Cruise Control

I've been having some problems with my cruise control. Most of the time when I try to set the cruise it won't turn. I have to push it multiple times in order for it to kick on. Is this simply the switch or is there something more complicated to this. It has been doing this since I've owned her. Sometimes it turns on with the first try, others its forever.

I had this trouble with my 94. Pulled the pad and cleaned up the button contacts and that helped some. Still not perfect though.

Pad? Where is this located at?

The pad with the cruise buttons on the steering wheel. Sorry for not being clear. If I remember right their is a couple screws to take out from the bottom and it'll come right off.
