Just my own 2 cents. I had a similar problem with my 91 f250 5.8 liter... Was the TPS, Throttle Posistion Sensor, about $30 and located on the bottom of the intake plenum. Its basically a resistor to tell the cpu what position the throttle is in at any given time. The most common malody is that they where out at the bottom end, ie. idle to mid range throttle.

If the FPR were stuck closed the pressure would go to 90+ psi.
If it were stuck open maybe your pressure would be very low.

Interesting. If you can take a picture of that part that would help. I don't remember seeing something like that on my engine.
My motor is a 5.0 so maybe some difference??
But the pictures are really helping..

Oh, I see. Thanks Bill. Great diagram.
Ok, then open it might be. On the "getting fuel" note, with two tanks and pumps, I have switched betweent the two and still the same problem, so I assume that at least it is not the pumps. However, I will check the pump fuses also when I change the FPR.

I am very surprised that no one has pushed you to retrieve codes. I see that you tried it earlier, but didn't get any results. If you just plug it in and pull the codes and don't get anything, then you did something wrong.

Back to what Eric said - throwing parts at the problem is expensive and a crapshoot, as you have found. Get the codes and start from there.

Is code 0 a valid OBD-II code, or does that just mean that there's no output? I'm not familiar enough with OBD-II to know if it's telling you anything special.

They have. And I have. I bought a new reader and followed the directions several times at different points. The code reader says "0" meaning there are no trouble codes coming from the computer at all. The tester is working properly and there just aren't any codes to read. I then followed the clear computer directions, cleared. Tried to start the truck a few times. Then repeated the porcedure to " get the codes". Again none.

According to the directions that came with the OBD 2 tester, a "0" means that the computer has registered no trouble codes at this time.
So no help there. I sure do wish there was a code so I could use it as a starting point to diagnosis the problem..

Yeah, me neither. But I do know that if you don't do certain things to an OBD-I vehicle during the test, like hit the O/D cancel switch, tap the brakes, goose the gas, press the clutch in, and move the steering wheel, it will throw codes. I'm guessing that the newer system does the same thing?

Other things that can cause this with no codes are Bad Ignition Switch, Bad PCM Power Relay or Inertia Switch and they’re wiring or plugs.
Also the wiring under the Relays and their sockets can be bad also.

Well, well, well.. Good news everyone. I got the new fuel pressure regulator today and changed it out in about 5 minutes. I noticed something that I didn't before and I will have to check it again tomorrow. There is a small fuel puddle on the manifold under the fuel perssure regulator. So I cleaned it up and will re check it now that I have replaced the FPR. The old one was a Ford unit I guess but it said made by Bosch. Interesting. The new unit had a different gasket style under it and was made by Sorrenson in USA. Anyway, fired it up and she kept running. Idles fine and seems to run fair. I think the gas might be a little bad ( old yeller has sat for about a month and a half with this problem )so I will fill the tanks with fresh gas to offset that. I had no problem changing the serpintine belt as it needed that too. So many thanks to all who helped with their ideas and recommendations.
The one problem I still have is that I cannot seem to get the fuel filter off. I have a disconnect tool and have inserted it in and pryed and pulled and grunted etc.. Still cannot get either fuel line off. Hmmm.???
I will try again tomorrow but not sure what I may be doing wrong??
Any thoughts?

Try pushing towards the fuel filter with the line to see if you can dislodge it. Some PB blaster or other penetrating lube might help free things up as well.

Ok. maybe a lubricant..
The line will move forward and back a little, and I can twist it as well. Just can't seem to get it off. Maybe the lubricant will help..
