"Standalone" fuel systems are stuff like FAST and Accel DFI. Not exactly what you're looking for since they replace the EEC. You're looking for a tuner...

A lot of Mustang/Lightning owners are using these very successfully. They are especially popular among fellow '94-'95 5.0 Mustang owners, since we are stuck with a crappy stock computer and predator/sct tuners aren't an option.
The TwEECer (pronounced Tweaker) will allow you to adjust your fuel tables, your spark tables, any particular spark adders/fuel adders built into the motor (such as EGR spark adders), turn on/off O2 sensors, adjust when the computer goes into OL/CL, all kinds of cool stuff.
I have talked to Mike Glover, the builder of it, in person, and watched him manipulate the TwEECer on my car. It's a steep learning curve but the capabilities are almost unlimited....
