how to fix a few problems?

I have a few things I would like to know about getting fixed on my new truck.
The tach will go up to around 1500 and then just start randomly bouncing around. At Idle it normally doesn't move off of zero.
I have the factory fuel filter and a racor 2 micron filter. I was wondering where do I get new filters for the racor 2 micron and do I need to replace the factory filter as often if it is after the racor unit?
According to the previous owner I have a rear axle with a 3.55 and a front axle with a 4.01. I will have to go underneath and count the drive shaft revolutions to determine that.
When I went to add some oil the other day (engine off) the oil filler port was smoking with the cap off. No signs of oil in coolant or coolant in oil. Is this a normal thing for diesels or is it possible that it is exhaust?
Is it okay to use a regular slow battery charger on the starter battery and the glow plug battery?

It is normal to have vapor come out of the oil filler, it is not actually combustion smoke, depending on several conditions you will see this from time to time.
If you have two different axle ratios you have a big problem, most likely the other person wasnt correct with what he was saying. The best way to check is jack up one whole side of the truck(one front and one back tire) put a piece of tape in the same location on both tires and put it in gear. You should chain the truck to something solid so it will not pull itself off the jacks and have someone whatch the tape it should stay in the same location on both tires. If it moves at different rates you will have to change one axle to get the same ratios
Unless someone changed the battery wireing, both batteries are connected together and you only have to put the charger on one battery to charge both and any charger will work

I get smoke out my filler tube and doesn't seem to be a problem. As for the tach you will probably need a new sending unit.

I do believe you have a bad dist. friend. The smoke is from mistiming and the tach runs off the coil.

The dist. and coil is going to be hard to find.
I havn't used a racor for years but napa and other parts houses used to carry them.
Most fords had 3.55 on one and 3.54 on the other or 4.10 and 4.09.
When you jack up one side make sure your emergency brake is not on and you are in 4x4 and your front hubs are locked in both of them. now try to turn a wheel by hand after front and rear have moved mark them and make sure they turn exactly the same amount.

If they are mismatched and you put it in 4x4 while on the ground something will come out from under the truck before you move a foot.

Try pulling the tach sender and cleaning it. If that doesn't fix it, You'll need a new sender.

Tach sensor location.

Inspect the wires going into the tach sensor.
If the insulation is shrinking back from where they enter the sensor, time for a new one is very close.
