While at first glance this situation looks bad you'll notice the boater is keeping the air intake hovering just above the surface of the water. This is important in order for the submarine to use its combustion engine. Well thought out!

I used to clean pools and I always wondered what my boss would say if I called him up and told him I couldn't clean the pool because there was a car in it. I found a whole tree in a pool before, but not a car.
