It's very likely water got in there, or the socket loosened from the housing and the wires are rubbing on the punched hole in the top of the cab, which rubbed through the insulation.
It is mounted on rubber - the rubber gasket that surrounds the perimeter of the light. Some trucks (depending on vintage) use the screws that hold the light on the cab as the ground, others have a seperate ground wire to the socket with the main power which runs through the headliner to the overhead lights.
Because the gasket sits in the sun all day, eventually it does leak. It's not a matter of if it will leak, but when.
