how bout when you have the switch in 2 wheel drive and lock the hubs? do you get 4 wheel drive then? if you still have 4 wheel drive then your t-case is stuck, either the motor or the switch isnt letting it get out of 4 wheel.
You have the front axle locked yes.But do you have 4x4,easy test,loock your hubs.Flip the switch to 4x4 high,does the truck jerk?
Dont turn to sharp!!!Just enough to feel it.
on edit:unlock your hubs,start the truck,flip the switch to 4x4 high.Crawl under the truck and see if you can turn the front drive shaft by hand.

yeah i would do what green^^^ said. except leave the switch in 2wd and leave the hubs unlocked. can you move the front drive shaft? if you cannot move the drive shaft then your t-case is stuck in 4 wheel drive. someone with a little more experience with the t-cases and the 4wheel drive system can offer more advice on that.

The reson i said to unlock the hubs and flip the switch to 4x4 high is to see if his transfer case engages or not.
Cause he said the switch does not work.It could be the hubs that are not working,could be the vacum lines,could be the silond not working,etc,etc.
If I leave the switch in 2WD and turn the hubs to Manual Lock, I get 4WD. Should I not?

4 wheel drive works fine, but the switch on the dash won't engage 4 high.
I can lock the hubs and 4x4 engages. I can turn the dial to 4 low and that engages, but no 4 high from the switch.

With the hubs set to "Auto," I turned the switch to 4 high and nothing happened.
I then turned the hubs to Lock with the switch still in 4H and 4x4 engaged just fine. I then turned th hubs back to auto and the switch back to 2WD and 4x4 disengaged.
Next test: with the hubs set again to auto, I turned the switch to 4 low. I felt a slight "clunk" and 4 low was enganged. I turned the switch back to 2wd and 4 low disengaged.
The only thing that doesn't work is on-the-fly 4 high with the switch.
Does that make sense? Do I need to do additional testing to provide more examples?
4LOW engages, and he notices the gear change, but I bet the hubs are still not locked...
Agreed,maybe a vacum leak.
J--rod start the truck,turn on A/C to max vent.Not defrost,vent.Then flip the switch to 4x4.
This will tell if you have a major vac leak or not.
