if i do a regulated return, would i still need an in tank kit from DI? or would the regulated return take care of all the air issues? what other ways can i quiet the engine down?

The regulated return system does not rid the fuel system of the air that makes the engine cackle and is hard on those expensive injectors. It simply compliments the system and facilitates further HP improvements.
You need to do the in-tank and prepump mods to rid the major sources of air entering the fuel system. Whether you get them from a vendor or fab them up is up to you. The reg return system first is like putting the cart before the horse at this point. Do a search or check the common mods. It's all here and ask up if you get stuck.
Another item is the HPX mod or high pressure crossover line that links the two heads together where they each see equal oil pressure to drive the injectors. This mod has been reputed to quiet the engine and make it run smoother.
if you can, run biodiesel. after the SS HPX, intank/prepump mods, and my custom regulated return system at 72psi, running biodiesel has quieted the engine beyond belief. i run a 73% mixture on this tank, and its great. less smoke, quieter, and it smells great.
