What is this (windstar)

This thing fell off the neighbors 1999 3.8L windstar when he revved the engine and radiator fluid followed behind!

Not sure, but it looks like an engine heater that fits in a freeze plug.
But then again, I could be wrong... It's been many years since I lived far enough north to need one.

Yep, your plug-in block heater fell out. You need to install a new one or replace it with a soft plug. After it fell out, you didn't drive it too far, did you?

Nope, he didn't drive it to far. In fact it is still in the grocery stores parking lot. The owner is the U. S. Navy and had overnight duty on his ship today so we will try to fix it tomorrow.

Is it normal for these to just pop out? What would cause it to fail?

doug there is problay a screw that goes through the middle of it and a small bar that goes in side the block that works like a molly mount. When you tighten the screw it pulls against the block and that is suppose to hold it.Screw problay rusted off and it fell out.
