Is it the socket below the access panel next to the hood release ???
If so I've got the wrong code reader, the pins on the reader are flat and the socket looks like it recieves round pins.
If you have a connector like that under the hood, it's EEC-4.
On my 95 Taurus the connector is attached to the passenger side firewall.
On my 87 Ranger it hangs by it's wires in front of the blower motor and it took me awhile to find it the first time i had to pull codes.
IIRC, 95 was a transition year for the electronic engine management system in Ranger. They started with EEC-IV then transitioned to OBD-II. The old dash assembly was used through 1994; those vehicles (4.0L engines anyway) had the EEC connector on top of the L/H inner fender skirt near the PDB. On the 95+ dashboards, the EEC service port should be at the bottom of the dash, under the steering column.
