sloppy steering

hey yall i got an 89 f250 with the 302 in it lately ive been haing problems with my steering ive got alot of play in my wheel i dont think its my ball joints or tie rods and i bought a new gear box today but even it seems to have that problem, when i looked at the crush arm on the steering column (flex sleeve from column to gear box) it looks like it moves b4 the gear box does are there shims for this or am i missing something?

Inspections of Worn Parts
---------------------------------------------------------------------------
The play is probably due to worn part(s).
Inpect for worn parts or play, any of the following:
Inpect the tie rod ends.
Check the steering gear box for play. Can tighten the sector shaft adjustment screw to reduce play, do not overtighten.
Check the steering gear box mounting bolts are tight.
Check radius arm bushings for wear or crack.
Check gear coupling assembly (aka rag joint) on the steering column rod for play.
Check the shaft and joint assembly on the steering column rod for play.
Check for play the drag link.
Inspect the front wheel. (the front wheel bearings for play)
Inspect the ball joints for wear.
Verify correct tension on power steering belt. (tighten belt if neccessary).
Check the bushings at the center pivot point of the IFS beams for wear.
Check frame at steering gear box for cracked frame.
Check the pivot point of IFS, check the bolts on crossmember brackets for wear.
