Yes they are the same.The timing marks (numbers) on a late model are on a sheet metal plate bolted to the timing gear cover low on the passengers side (which is why it is easier to see from underneath). There is only one damper mark it is a thin scribed line the size of a pencil line and are usually filled with dirt or paint. The correct timing is 10 degrees.

It's never a good idea to assume certainty...it's how things get overlooked and costly mistakes be made. I just wanted to clarify that you had TDC on the compression stroke...as anything else would be throwing you off.
Yes damper = balancer.
The official term is Harmonic Balancer....which balancer do you have on the engine now? The one that came on it from the factory? The balancer itself should have 2 or 3 sets of timing marks on it, ranging from 10*ATDC to 40* BTDC if it's like the ones on my V-8 (should be).
Have you cleaned the balancer? The numbers are imprinted in the balancer and are not very obvious when crud and dirt get in the numbers.
