I have to put new tires on my '65 (My policeman friend said he was going to write me a ticket if I didn't) and since I am going to put new rims on, I want to know if changing from 15" to 16" will benifit me at all.
It depends on the heigth of the tire. The taller, the further it takes to make one rev. so maybe a little more mpg.

In the cool still quiet of night, you can hear chevies rusting away.
Either will work fine. Depends on what you can get for a decent price. The rims must be 5 lug on 5.5 circle. Some of the very new rimswill not fit and some of the older Dodge will. Like John said watch the height of the tires as this will change your speedometer reading (Cops love that) and affect the available power if they are to tall.

I don't have to worry about the speedo, it doesn't work anyway! Well, the speedo works and the cable is ok. The gear at the lower end looks good too. 100% of my driving is in town, so I just go with the flow... :-)
