I've always been under the impression that they're good if you have already added a bigger throttle body, high-flow intake manifold, cold air intake, etc. But, no, don't waste your money if you are really trying to squeeze a few more ponies from an OEM engine.
phenolic spacer, goes between the upper and lower intake. A TB spacer only really increases plenum volume, (the area where the runners suck air from) which is already plenty large and will do nothing worthwhile. A phenolic spacer that lengthens the runners will do 2 things: 1) reduce heat on your upper intake, in turn providing cooler air charge. 2) I already said lengthens the runners, which increases airflow velocity (momentum). Longer runners make torque lower down in the rpm band, where shorter ones make the power in the higher rpm ranges.
that said, a TB spacer is something that spawned from carb spacers, which work, onto TBI chevs...since they use an intake like a carbed engine. So since chevy guys were buying the stuff, the bean counters making the parts decided to make them for other companies/styles. So dont waste your money.
