I have a 98 Explorer with daytime ruuning lights as required by Canadian law. they wont go out --- does anyone know where the module is located?

Should be the same as a 97 which is behind the drivers side headlight with a 7 wire conector. Drive it up on your ramps & you can get to it from underneath.
Check the fuse list in your owners manual, if your 98 is the same as a 97 fuse 8 is wired to the DRL module & if you pull it out & the DRL's shut off, i'd replace the DRL module.
Fuse 8 is in the power distribution box under the hood/drivers side near the hood hinge.

Are you sure it's the DRL's that are stuck on & not the auto on headlights?
Does yours have auto on headlights?
On a 97 fuse 4 is a 20 amp maxi fuse wired to the auto on headlight relay. And the relay could be stuck closed. All you'd need to do to fix this is replace a 5 buck relay.
Edit, is that interior fuse 4 or power dist box/under the hood fuse 4 that you removed?
With the fuse removed can you turn the headlights on manualy with the switch on the dash??
