I definately agree with you there. Electric fans are the way to go! I know they have them with Manual switch and temp sensor, to bad they don't have a way to turn them on when the a/c starts being affected by the heat.
I just got back from a trip to Eastern Washington, temp in the 90's, I had read about this problem but had not needed A/C until this trip. Same thing that has been posted, the A/C would not blow cold air unless we were moving along at a decent speed. Whenever we stopped moving, the A/C would start blowing hot air.
Well I'll need to take it to the dealer for a few things anyway, so this will be another item to get looked at. Good thing western WA doesn't normally get hot very often.

is yours a 6.0 or 6.8 v10? So far it appears that only the 6.0 engines are the ones with this problem.

Neither, I have the 5.4, but I have the problem none the less. If cruising above 30 mph or so, AC is ice cold. Stop moving and within a couple of minutes the air is blowing outside temp or dang near it. I did not know that it happens to the 5.4 as well, but it does.
Thank fully I live in the cool side of the state, but may be moving down south soon (TN) and I'll need that A/C working like clock work.
I've got a 2005 E350 w/ V-10. In temps over 90° I have the same non-functional A/C when stopped or moving slowly; even holding the RPM's at 2k with the pedal doesn't help. If there's a fix I sure would like to know about it.
I've thought about painting the top silver and/or putting some kind of a curtain behind the front seats -- there IS a lot of area to cool in these vans.
My wife has MS and can't take the heat at all, so I'm using a portable A/C run by a honda generator to keep her cool during traffic jams or during rest area naps.

The portable A/C is a 9,000 BTU and it WILL NOT cool the van either...we need to have the cool air blowing right on us to stay cool.
My thinking is that in temps over 90 or so, the van turns into an oven from the baking sun and the A/C simply can't keep up. We have much better luck with the van A/C in the same hot weather if we're in the shade.
My van is the ext version, it doesn't have the issues you're mentioning, it blows inefficient, but not hot, my van is white. You know, it all stems down to the cooling agent itself, you just can't beat the old R-12 Freon, in instances like this, you can't argue.
I saw a Sprinter add that had rear AC, it was on the roof, looked similar to one of those used by campers, but is running off of the van, either it's plumbed into the AC lines or self contained running from the electrical system. I'm curious of this setup, wonder how it runs, it was on a passenger van, not a camper, so can't be 110 volts.
Sure sounds like the valve in the box is switching to allow outside air in, if that's the case, it's either a design flaw or poor parts, need to check into it.
My 06 E-350 Diesel handles the 100 Degree heat and 98% humidity, while pulling heavy hay trailers, everyday here in South Central Alabama with little decrease in cooling. Just have to keep the RPMs up above idle.
I have an 05' E-150 5.4L that exhibits the same problem--cold AC as long as I am moving above 20 mph. Drives me nuts living in Houston where it is always hot and humid.
I will be at the dealership this week in hopes the TSB will be honored and will fix the problem.
Problem fixed.....sort of, at least for me.....Sold the van today. I will miss the van, but between the A/C problem and the unsteadyness on the highway, it was for the best. Good news to report, I sold it for what I paid for it...that's the first time that's every happended. Gotta love a vehicle that'll hold it's value that much. Good job Ford!!
