I am looking at a 6.9 diesel, the owner says he keeps getting water in oil and vise versa, and he says it keeps popping oil filter o-rings. He says the engine runs like a dream. I know the guy personally. Can this be an oil cooler problem? Should I walk away?

I think these motors pretty well all ended up with head gasket leaks at some time. I got rid of mine before the coolant started to leak into the cylinders.

The water and oil intermixing is probably oil cooler O ring failure.
That is not to bad to replace them cost wise.
The oil filter needs to be installed hand tight and then tightened 1.5 to 2 turns tighter with a filter wrench. That should keep the filter O ring where it belongs. They leak bad if you use gas engine oil filter replacement methods on a diesel.
the oil gets into the crankcase by usually the oil cooler o ring failure or the internal cooler tubes leaking. That is a pretty easy fix. The coolant getting into the crankcase is from several problems: head gasket blown out, cracked head... these can be fixed with some repair or replacement. The coolant can also get into the crankcase from cavitation erosion ... the block has worn away from not using the proper additives in the coolant and internal erosion of the block itself ... ;can be fixed but requires a machine shop.
You might get really lucky and the problem is coming from the oil cooler as Dave stated.
