Steering Column
No, the steering gear adjustment screw will not remedy this situation. It sounds like you need to either replace the column bearings or if the bearings are good, then you will need to adjust the column bearing retainers. There is a retaining cone in the upper column that helps center the shaft in the bearing. If the column adjustment is not correct then the upper centering retainer doesn't do it's job. You will also get that same condition if the lower bearing is bad. It's easy to determine if the lower bearing is bad w/o taking anything apart. Just look where the shaft exits the column tube near the firewall. It is usually the lower bearing that goes out. Once that happens the upper bearing will seem bad.
