I had the small bottom mirror changed out at a local glass shop. It took him a few days for the replacement to come in, but only a couple hours with the truck to change it out. If I remember right, I think it cost me $20 or $25 to have it done.
I had to replace my pass side lower convex mirror a few months back. I just ordered a replacement one from http://www.powerstrokeshop.com, popped the old one off, and popped the new one on. It connects via a ball and socket type joint in the center of it. So.. yes, just the lower portion can be replaced without needing a whole new mirror assembly.
If you're ordering a new one, I know a couple of site sponsors can probably get it, such as Discount Ford Parts.
When you pop it out, pry with a screw driver or whatever, but pry as close to the MIDDLE of the mirror as you can, as the ball/socket joint that holds it there is in the center of the mirror. I wasn't thinking when removing mine one time and pried on the side and CRRRAAACK.
