You can't swap 351C 2V heads onto a 400m because it doesn't exist but you can swap 351C 2V heads onto a 400. The 400 already has a head similar to a 351C tho. There are minor differences thru the years in the combustion chamber volume and the exhaust port shape.
My valves are bad on my 400 and rather than mess around with them. I have a set of good 351c heads, but I don't know the year. I should check the casting #'s.

The combustion chamber size will vary your compression ratio. You want to be between 8.0-9.0:1 to run pump gas.
