You can't swap 351C 2V heads onto a 400m because it doesn't exist but you can swap 351C 2V heads onto a 400. The 400 already has a head similar to a 351C tho. There are minor differences thru the years in the combustion chamber volume and the exhaust port shape.

My valves are bad on my 400 and rather than mess around with them. I have a set of good 351c heads, but I don't know the year. I should check the casting #'s.

Some 351C/M/400 Combustion chamber volumes and type:
--------------------------------
70-74 351C 2V =76.9-79.9cc open
71-85 351M/400 =76.9-79.9cc open
70-71 351C 4V =61.3-64.3cc quench
71 Boss 351 =64.6-67.6cc quench
71Cobra Jet =73.9-76.9cc open
72-74 351C/HO 4V =73.9-76.9cc open
Australian 2V =62cc +/- quench
These volumes can vary from one end of the head to the other. *The above
information comes from: Ford Performance, by Pat Ganahl.

The combustion chamber size will vary your compression ratio. You want to be between 8.0-9.0:1 to run pump gas.
