At the rate, black smoke should be pouring out of the exhausts! It could be so many things....is yours fuel injected, carbed, stock, etc. I see the 351 heads and .030 but that would make squat difference in how it runs. Something is making it run massively rich.

If you are running a Holley 4 barrel, I would say to change the power valve (blown or totally the wrong size). It won't be a vacuum leak for that won't consume more fuel, it will just run poorly.

What is it running like? Are you really getting that poor of mileage or were you being sarcastic? Is someone stealing your fuel, do you have a fuel leak in the tank or lines to the pump, etc?

sorry, EFI, black smoke when you start it up, but not after its running, and it runs smooth! but when you start it up you have to floor the gas pedal! it has dual tanks recently changed filter in tank divider (if thats what you call it) but thats when it started!!

Sounds like the return hose from the fuel injection is plugged/misrouted/etc. Thus you are pushing 100% of the fuel through the injectors. Should be an easy fix, just trace out what you did and what should have happened.
