86 6.9 fuel problem

86 6.9 fuel problem

I have an 86 f350 with a 6.9. It has been leaking a little in the return system but running ok. I was going down the road about 60mph and like flipping a switch, it lost power, started smoking, and makes a "wirring" noise out of the exaust. I cut the muffler off and it is making the same noise just louder. My oil pressure is fine, No water coming from exaust or in the oil. No increase in temp. It will get up to only 1800 rpm and no more than 35mph. I checked the fuel pump and it seems to have low pressure. I am an old gas-burner boy and don't know much about this diesel so I don't know how much pressure it should be putting out but it is no where near what the pump on any of my gas trucks puts out. I got a kit to replace the return system and of course will change the fuel filter. Does the injector pump build pressure or just distribute the fuel? I would appreciate any help I can get on this thing because it really hampers my ability to make a living with it being down.

The lift pump puts out about 5 PSI.
The IP puts out about 3000 PSI as well as distribute the fuel to the cylinders.

Carefully loosen an injector line and the crank the engine over. See if you are getting fuel or not.
