starting problem

starting problem
Have a 90 7.3 F-450. The "wait to start light" does not come on when i turn the key on. All i hear is the clicking sound from the glow plug relay, which i just replaced. (267.00 can) thinking that this was the problem since i replaced all the glow plugs a year ago. Batteries are new and terminals ok. I'm about to retest the glowplugs just in case, does anyone have any other ideas? tks.
