Part Identification / carb install

I have a part here that i need identified. I am trying to replace my carb from the stock holey to an edelbrock. When i install the kickdown linkage adapter I cannot put the carbeurator on because it runs into this thing in the picture. What is this thing? I know it does somethign with vacuum and looks important. How do I install the kickdown linkage with this thing in the way?

its for cold starts you can buy a block off plate. go to an parts store and order a block off plate for your manifold(that diaphram canister is a vac controlled heat riser i think thats what its called...any ways i did the same thing with my truck!...its ok to remove it and block it off with a plate!this is what you will have to do for the edelbrock or the holley carb these carbs are designed to run without that valve!
