Spary some carb cleaner around the area where the rods swivel on the outside of the carb to see if the whistling stops.
Solex carbs on Volvos are notorious for this problem.
An intake leak itself can whistle as well as where the
Vacuum tree mounts to the back of the intake.
If so,wrap some teflon tape around the threads of the Vacuum tree and screw it back in.
