The notch lines up with the timing mark which should be on the passenger side. The timing mark is labeled with degrees.

There's no labels, there is a plate on the passenger side that looks like saw teeth with a notch.
Any advice?

THe cut out on the saw blade I believe is what you are looking for. The notch goes in the cut out. Dont forget to disconnect the SPOUT connector

SPOUT connector?
hhmm that could be the problem, my manual(Chilton) only has the timeing info for the carb 4.9L's.

Here's what you do:

Start the engine and warm it up. Shut it off, and hook up the light. Then remove the spout connector - it's a little grey plug in the wiring near the distributor. It disables the computer-controlled advance.

Use the timing marks on the passenger side. The ones on the driver's side are there to confuse you. No, really.

Move the distributor around until you get the timing you want - usually 10 BTDC. Shut it down, put the spout back on and you're done.
