They are politicians and unlikely to read your email, but all have a staff that tracks such email, and reports to them that so many were for or against an idea. It works best to use the subject line in the email to express your idea - something like, "extend 30 yr smog exemption".
You can express your arguments in the body of the email, but a long rambling diatribe is not going to be read by anyone. One or two paragraphs work best. If they want to hear more of your idea they will write back.

The thing to remember is that it is numbers that the politicians track - I send the same email to mine several times a year, just to inflate the numbers on my side.
This is how a few environmental kooks have been so effective at getting laws changed. They make it look like a huge number of people care about the spotted owl, while the timber industry just sends a few people to talk common sense to the legislators. When dealing with politicians always remember that numbers trump common sense every time!
btw, please always spell check your email - you are sending it to someone who does not care about the subject, and measures your IQ and standing in the community by how you write. Simple and direct works best when dealing with these toadies.
