The part that sucks is that everyone says smog exempt, but that is not true. The law is smog test exempt - they could still require you to meet smog requirements, if they wanted to.
My main bitch about the smog check is the $8 we still pay for a "certificate" As you guys know, we no longer get a certificate to send in with the reg. I called ARB and the BAR and was told yeah it is not right, BUT, just see it as an electronic transfer fee. B.S.!!!!!!!!
A couple of years ago I stood there with my hand out waiting for my certificate. The guy said you don't get one. I said but you charged me for it. We went back and forth like a whose on first skit. Next time you guys get a smog check ask for your certificate.
Like I posted ealier; some politician south of here wants to change that law so ALL vehicles would require a bi-annual smog check.
SEMA stays on top of anything like that - they have a website that lists problem bills introduced - and I did not see anything in the current list about the smog exemption. It is one thing to talk about it, quite another to get it considered by the Assembly.
Well, I acquired my truck about 2 years ago, not sure if the new smog laws were in affect yet or not. But DMV didn't hassle me to get a smog test. I just went in with the bill of sale and signed title and was good to go. No Brake and Lamp or smog or anything. I thought it was because the truck was pre-smog (exempt). Did the law change that recently?
1965 trucks have been exempt for many years. In 2005 the law changed - where before any vehicle 30 model years old or older was exempt, now it is that 1975 and older model years are exempt. 1976 and newer will always need smog.
So, going forward. If I put my sheet metal on a '79 frame and then end up selling the truck at some point, neither I or the purchaser should have any issues with reg. or smog. It's always been a '65 and as far as DMV is concerned it always will be.....right? I can't see how it would be otherwise...unless with the new law change, DMV is requiring an inspection on all vehicles bought/sold.
Do you have the 65 VIN number listed on the cab? likely on the left door, but my 59 has it on the glove box.
At any time any cop or DMV person can compare the VIN on the title to the VIN on the truck - and they better match. When I bought my 59, it had paperwork showing that the state police had inspected the VIN.
When I was a kid a lot of cars used the motor number as the ID, and when you changed the engine you had to get a new title. They no longer do this, but the idea is the same. It is not a smog issue, but a way to ID stolen parts and vehicles.
The VIN is definitely on the left door of the cab! I don't think there would be any markings on the frame on a '65 so a cop or DMV person wouldn't need (or think) to check....right?
