I was told the black front fenders indicate that it was at one time a Municipal truck. When I get her painted i think the fenders will be painted light blue like the rest of the truck.

True, the body damage is on the passenger side. It looks like someone backed into the truck with quite a large farm tractor. The spear shape became punched in and slanted down. The metal beneath the spear was quite crumpled, and the box in a whole you can see was angled.
