Ok, this sounds too easy, but when I shift into reverse, my steering column shivers and there is a whining sound. I have checked the power steering pump and it reads full. Why does this whine only happen in reverse? I can make it stop by turning the wheels, but when I stop turning the wheels, the whine resumes. Reminds me of my ex, except she whined in forward as well.

Goes back to the idea that if its got (oYo) or tires you're gonna have trouble with it. (Ow! Ok ladies, the Mrs. just tagged me for that one).
Seriously though, reverse drops idle rpms a touch further than forward gears which could be part of the problem... lower rpms reduce the pressure the pump developes. Try turning on the A/C and see if the whine returns with the truck in gear at idle but in a forward gear. The fix would be replacing the fluid or the pump itself. Loss of pressure indicated by the whine means the pump has been cavitated. This can happen by overheating the fluid or having too little fluid in the system. Either way yields the same WHINEY results.
