Tow Command question

I have a '05 SuperDuty with the Tow Command system. I've towed my camper with this truck twice and I'm not sure whether there is something wrong with the brake controller or the camper brakes. The problem is that I have to set the gain to 10 to get the brakes to grab, at low to moderate speeds anyway. If I turn the gain down, the brakes just don't seem to grab very well. I've pulled this camper many times with my '99 that had a Tekonsha brake controller and I did not have to turn the gain up all the way. I had the dealer test the brake controller and they said it checked out ok, but I wasn't there and don't really know if they actually tested it. I read another thread that mention an early version of the Tow Command that only output low voltage, something like 2.7v, at lower speeds. Don't know which models had which version, but my truck was built in April-05. Is this normal?

How low of a speed are we talking that you face these problems?

I have an 06 and tow an 8K Travel Trailer. I have the Tow Command set at 7.0. When it is set at 8.0. it partially locks up at 10 to 15 mph. Works like a charm. You are right that there were some minor problems with the early units. You may want to do a search here or at Trailer Life for more information. Good luck!
