Problem with rocker shaft assembly
The manual states to get all of the bolts finger tight then tighten two times per in sequence, then torque. My problem is that I can get all but one or two to go all the way to the assembly via finger, and these same ones seem to bottom out although I know they are not seated properly. What could be causing this? Thanks!!!!

two bolts are longer than the rest and are also reduced shank these will go in the holes in the head which are countersunk and have a oil passage for the rocker arms, the hole will be approximately 1/4"
