Transmission options for the 400/351M
Welcome to FTE.
You have several options.
The first is a non-od T18, T19 or NP435. You will have to find a bell for your 400, along with all the brake/clutch pedal and clutch master etc. I'm pretty sure this would have been a factory offering, so finding a similar year donor with a stick would be the ticket.
Second is a ZF 5 speed with OD. This will require a bit more fiddling, as there are issues with input length. Details here:

I have a 1978 f150 and I am planning on putting a twin turbo on it. I have looked into this and I know what to do as far as making the engine able to handle the power but I want to know what manual transmission would work best for the power on the 351m.

My answer would be the C6 automatic. I know you said manual, but an auto is a better choice.
That said, any of the transmissions mentioned above will work. There are performance transmissions that will work as well, such as the old Ford Toploader 4 speed, or late model TKO or T56 transmissions. None of those are cheap.
Twin turbo on a 351M? Are you working with a built motor already? Or a stocker?
Is this your first turbo build?
