Programmer not working
I recently had my 05 at the dealership to see about the turbo fart problem and they said it was normal. Anyway they asked me if I had a chip and I said no. I got home and tried to re-intsall my bullydog triple dog and the screen doesn't even power up. My outlook monitor works fine though. I guess my ? is does ford have a program to block downloaders?

If the screen doesn't power up, a quick check is to plug it into the USB cable you use for the upgrades. If the screen lights up, shows the logo and version number, there is something wrong with the OBDII port. I would look at the fuse. If it doesn't come on the call 1-866-285-5936 and request an RMA# for warranty repair. None of the FORD programs are blocking the use of downloaders. I have had several service advisors telling people this but they all reload after the upgrade to the latest Version 2.2.7.
