Tailgate insert & mats question

My dad just got a '88 Ford F250 Lariat Extended cab, long bed, blue/silver 2-tone. For Father's day I'd like to gift him something he needs for it. The tailgate is missing a horizontal piece, about 6-8" high, that spreads the width of the tailgate. There are small holes - evidence that an 'extra' piece is missing. I don't know what to call this, so I don't know how to search on it, and I don't know what it's supposed to look like either. Help? Where to get one? online?

Also, how about mats...where to get liner-type that match the blue interior that hold water/snow/debris?

Sorry, it was near ending before I saw it. But, I've seen complete tailgates with the chrome go cheaper than that. Of course that one was new.

There is one (trim peice)at my local yard but there is a dent in the middle of it. Otherwise it's pretty nice.

It's J and J auto in Manchester, NY No clue what the number is though. If you are interested I can snap a pic on Wednesday for ya. I go there often and get some decent deals with them.
