check your timing, it seems like its laying flat on its face, while your only gonna make power to 3500ish, you should be able to push it to over 4 easy...
Stock 300's doesn't breath enought over 3000 RPM. They lost almost all it's power over 3500. Intake and Exhaust modifications are requiere to let 300's run better bettwen 3000 - 4000

Hi I got the timing adjusted and now it revs to 4500 rpm but it sounds like a diesel engine at upper revs. I was told that my transmission might be going. I still have issues with showing only 500 to 750 RPM at 35MPH. Thank you to all who have helped.
"A stock 300 engine usually can not breath over 3000 RPM and loose its power... " I would argue that if the horsepower peak is at 3400 rpm, it doesn't lose power until after that. The breathing on the stock 300 is restricted, which causes better cylinder filling at lower rpms for higher torque numbers (or something like that).
Definitely would not cruise at 4000. I rarely take mine over about 3600. 2000 rpm is a great cruise speed for the EFI 300 as the torque peak's at that speed. You can cruise at 2500 rpm it you want to be ready to move out at a pedal stomp.
I believe the Chilton's manual will indicate the tach connection on the coil and it may be written on the actual coil.
