emissions equipment?

I noticed that the aftermarket sells smog pumps and intakes with EGR mounts on them for trucks dating back to the late 60s. I didn't realize vehicles were equipped with emissions that far back... was it California only?

pcv started in 63, there was egr on the merc in my
buddys yard that was 64. it's been around for some time

I think EGR was used in Calif. in 72 or 73.
