Just wondering if anyone has some input on what is causing my lights to dim and brighten, my heater fan to slow and speed up and basically anything electrical run fast and slow. I'm thinking the voltage regulator but I really know nothing about it....

It is probably the voltage regulator. Replace it with a later model solid state version. It has a top about 1" high.
