ABS light and vibration

ABS light and vibration
My brother-in-law's truck is a 2000 F-350 dually utility body, 2WD. His ABS light is blinking and when he first starts it up, there's a vibration at the ABS regulator.(?)
I've done a few searches but, noting seems to have anything about the vibration.
Any help will do.
